Propuesta de medición de la inversión pública en niños, niñas y adolescentes: aplicación en tres países: Chile, Costa Rica y Perú

Abstract

Este documento, elaborado conjuntamente por la Comisión Económica para América Latina y el Caribe (CEPAL) y la Oficina Regional para América Latina y el Caribe del Fondo de las Naciones Unidas para la Infancia (UNICEF), representa un esfuerzo de abordaje metodológico y conceptual de la medición de la inversión pública en niños, niñas y adolescentes. Se revisan los casos específicos de Chile, Costa Rica y el Perú, retomando los avances previos en materia de cálculo del gasto en infancia, sobre todo en América Latina, pero también en otras regiones del mundo, con el fin de mejorar su precisión y comparabilidad. También se añade un marco de derechos —los recogidos en la Convención sobre los Derechos del Niño— para la clasificación y seguimiento del gasto público. Finalmente, se concibe el gasto público en la infancia como un propósito en sí mismo en lugar de considerarlo un subconjunto del gasto social nacional. Se ofrece esta guía a los Gobiernos, especialmente a aquellos que se encuentren en las etapas iniciales de medición, con el objetivo de fortalecer la institucionalización del gasto en infancia, haciéndolo sostenible y no dependiente de los esfuerzos puntuales de diversos actores, y convirtiéndolo en una estrategia de Estado.
