Programas de empleo juvenil: revalidación de su papel en la agenda pública pospandemia de COVID-19

Abstract

Un mercado de trabajo más adverso para quienes ingresan a él por primera vez y mayor desempleo entre quienes ya son parte de la fuerza laboral conforman el escenario para las políticas activas dirigidas a jóvenes. El funcionamiento de estas políticas se vio desafiado durante 2020 y con ello se ha redoblado el reto que enfrentan para posicionarse como protagonistas en la formulación de estrategias de recuperación tras la crisis ocasionada por la pandemia de COVID-19. En este documento se revisa la evolución de los programas de empleo para jóvenes en la región hasta el presente y, a partir de los aprendizajes basados en las experiencias desarrolladas dentro y fuera de la región, se identifican un conjunto de acciones estratégicas que estos programas pueden llevar a cabo en el proceso de salida de la crisis.
