Gobernanza digital e interoperabilidad gubernamental: una guía para su implementación

Abstract

Este documento está dirigido a todos los sectores (gobierno, sociedad civil organizada, sector académico y sector privado) comprometidos con la tarea de forjar la gobernanza de sus iniciativas de gobierno digital y alcanzar la interoperabilidad gubernamental entre sus instituciones mediante el uso de pautas y recomendaciones formuladas a partir de la experiencia internacional y que fueron aplicadas en un caso práctico. Se trata de un reconocimiento de la CEPAL de la importancia de la gobernanza digital y la interoperabilidad gubernamental como factores relevantes para el progreso de los países, que abren un camino hacia un mejor Estado y constituyen herramientas para gestionar y compartir información entre instituciones y Estados. Un documento de estas características surge de la constatación de que los esfuerzos realizados por los países en esta materia se enfocan principalmente en el componente tecnológico, sin tener una visión holística de las necesidades de las instituciones públicas para la prestación de servicios, ni poner en el centro a la ciudadanía y su necesidad de obtener soluciones del Estado.
