Panorama sobre la medición de la cohesión social

Abstract

Esta presentación se centra en revisar la medición de la cohesión social realizada por diferentes organismos internacionales. Si bien también existen ejemplos de medición llevados a cabo por países, tales como Francia, Canadá, Nueva Zelanda y Sudáfrica, así como también una diversidad de estudios académicos que abordan esta temática, en esta ocasión ello no se presentará por limitaciones de tiempo. Se presentará en cambio un panorama de lo que han hecho los diferentes organismos internacionales en el último tiempo, específicamente, la Unión Europea, el Consejo Europeo, la Organización para la Cooperación y Desarrollo Económicos (OCDE), el Banco Mundial y el Sistema de las Naciones Unidas, mencionando brevemente la Agenda 2030 para el Desarrollo Sostenible, el Programa de las Naciones Unidas para el Desarrollo (PNUD) y las Comisiones Regionales, como la CEPAL y la Comisión Económica para África (ECA). El objetivo de este panorama es abrir el debate sobre cuál debería ser el marco de medición de la cohesión social y cómo mejorar la medición que realizó la CEPAL en el año 2007 (CEPAL, 2007).
