El cambio climático y la economía política de las externalidades negativas y fiscales en América Latina

Abstract

Esta síntesis de política pública expone las potencialidades de las reformas fiscales ambientales en la transformación de los patrones de producción y consumo en América Latina, contribuyendo, de esta manera, a la conservación ambiental. El documento argumenta que para que una reforma ambiental pueda ser viable, es necesario tomar en cuenta las particularidades de los sistemas tributarios en América Latina y de los diversos factores políticos asociados con los intereses y motivaciones de los distintos grupos de interés asociados con las reformas. Con base en ello, se tendrían que desarrollar estrategias que puedan adaptarse a cada realidad nacional, que se consideren las características del momento político en el que se encuentra el gobierno y que se den a conocer los principales beneficios de la implementación de la política para poder dar viabilidad a las reformas.
