La ventanilla única de comercio exterior ¿Cuánto aporta a la internacionalización de las pequeñas y medianas empresas?

Abstract

El bajo grado de internacionalización de las pequeñas y medianas empresas (pymes) en la región responde a barreras internas y externas a la empresa que restringen su acceso a los mercados externos. Las herramientas de facilitación del comercio, como la ventanilla única de comercio exterior (VUCE), ofrecen una solución para algunos de estos obstáculos. El éxito de la VUCE en la reducción de tiempos y costos a la hora de exportar e importar es innegable. Sin embargo, este documento muestra que su aporte específico a la internacionalización de las pymes aún es modesto en la región; por consiguiente, aún queda trabajo por hacer para aprovechar mejor ese potencial de la VUCE. En este contexto, se muestran experiencias recientes de algunos países donde la VUCE ha fortalecido y apoyado otras iniciativas y programas gubernamentales que contribuyen a la internacionalización de las pymes.
