Abstract

La reciente crisis económica y financiera mundial plantea a los países una serie de inquietudes e interrogantes a la hora de establecer prioridades, definir reformas estructurales y asignar recursos financieros y humanos. Si bien la ciencia, tecnología e innovación (CTI) se ha insertado definitivamente en la agenda de desarrollo de los países latinoamericanos y caribeños, este compromiso muchas veces no se ha traducido en actividades y tareas concretas que permitan avanzar hacia la consecución de verdaderas estrategias de desarrollo con base en el conocimiento y la tecnología.
