Posibles efectos económicos y sociales de la profundización de la Unión Aduanera entre Guatemala y Honduras

Abstract

El presente documento ha sido preparado en respuesta a una solicitud de la Secretaría de Integración Económica Centroamericana (SIECA), y se enmarca en la programación de asistencias técnicas que la Unidad de Integración de la División de Comercio Internacional e Integración de la CEPAL entrega a los países de la región. La principal motivación del estudio es estimar los impactos económicos y sociales que tendría la implementación de la profundización de la unión aduanera (PUA) entre Honduras y Guatemala mediante un Programa de Facilitación del Comercio. (PFC)1. Un PFC entre países normalmente incluye tres componentes principales: a) la automatización de los procesos de tránsito de mercancías; b) la reducción del tiempo necesario para exportar e importar; y c) la automatización del tránsito de personas. De estos tres componentes, el presente estudio incluye solamente los dos primeros asociados principalmente a comercio.
