Panorama del desarrollo territorial en América Latina y el Caribe 2012

Abstract

Una de las asignaturas pendientes en la ruta hacia el desarrollo inclusivo en América Latina y el Caribe es la desigualdad territorial. Las desigualdades económicas y sociales se expresan también en la geografía del desarrollo. Las condiciones de acceso a la vida política, al mercado de trabajo y a servicios esenciales, como la educación y la salud, dependen tanto del lugar de nacimiento o residencia como de factores íntimamente vinculados entre sí, tales como la etnia, el género o la clase social. Se observa en la región un creciente interés en explorar las políticas de igualdad territorial, tanto las nacionales como los esfuerzos para apoyar la creación de competencias a nivel local. La multiescalaridad como característica de las políticas de igualdad territorial exige fortalecer los mecanismos de planificación y coordinación.
