Abstract

El objetivo del documento es presentar una guía para el monitoreo y seguimiento del Plan de acción eLAC2015, asegurando las referencias metodológicas y conceptuales necesarias para la generación de estadísticas confiables y comparables internacionalmente; sin embargo, pueden existir otros instrumentos para el análisis del Plan de acción, además de esta lista, dirigida principalmente a las instituciones públicas relacionadas con la elaboración de políticas de desarrollo de la sociedad de la información en el marco de eLAC2015 y las ONE de la región. Los indicadores se presentan por área temática, precedidos de un marco referencial sobre la medición de las TIC, así como de sus aspectos metodológicos. En los anexos se presentan las fichas metodológicas con información sobre la definición básica del indicador, el método de recolección, las instancias y organismos que regularmente se encargan de recolectar los datos y producir el indicador, además de algunas consideraciones generales que fueron sugeridas por la comisión de indicadores, y la fuente del indicador.
