Pobreza y precariedad urbana en América Latina y el Caribe: situación actual y financiamiento de políticas y programas

Abstract

En este documento se analiza la actual situación de pobreza y precariedad urbana en los países de América Latina y el Caribe, identificando los avances logrados y desafíos pendientes de políticas y medidas de los gobiernos de la región, junto con propuestas alternativas, opciones de políticas, instrumentos de inversión y financiamiento sostenible de proyectos e intervenciones para la superación de la precariedad urbana y la pobreza. De esta forma, se pretende apoyar a las organizaciones de América Latina y el Caribe, incluidas la Corporación Andina de Fomento (CAF) y la Comisión Económica para América Latina y el Caribe (CEPAL), en la gestión (diseño, implementación, financiamiento, ejecución, seguimiento y evaluación) de proyectos de desarrollo que busquen generar impacto social y ambiental bajo un enfoque de innovación, replicabilidad y territorialidad, dando especial atención al análisis y las opciones de políticas. Ello sobre tres ejes operativos condicionantes de los proyectos de desarrollo urbano integral: financiamiento, institucionalidad (que incluye lo normativo y la regulación) y gobernabilidad y participación, tanto desde el punto de vista cualitativo como cuantitativo.
