Energía y cambio climático: oportunidades para una política energética integrada en América Latina y el Caribe

Abstract

La región enfrentará durante la próxima década un nuevo entorno internacional en materia energética caracterizado por dos importantes cambios exógenos que tienen características estructurales y que son independientes de las políticas que decidan o no adoptar los países de América Latina y el Caribe. Estos cambios en el ámbito internacional representan nuevas condiciones de borde, que escapan del ámbito de control o influencia directa de las políticas públicas que los países de la región tienen la capacidad de desplegar a nivel nacional. Por lo tanto representan un nuevo desafío de adaptación internacional para la política energética latinoamericana durante la próxima década. Desafío que tendrá que ser enfrentado e integrado junto a las prioridades de desarrollo nacionales dentro de los objetivos a los que debe responder la política energética de los países de la región.
