Superar la pobreza mediante la inclusión social

Abstract

En este documento se presentan las bases de discusión para elaborar un programa conjunto de América Latina y el Caribe y la Unión Europea de lucha contra la pobreza, la desigualdad y la exclusión. El estudio examina la evolución del desarrollo económico y social de América Latina y el Caribe y en sus principales propuestas recoge los trabajos más recientes y significativos sobre el tema, de acuerdo con los lineamientos sobre cohesión y protección social formulados por la CEPAL en los últimos cuatro años. Se postula que un programa de lucha contra la pobreza, la desigualdad y la exclusión social debe estructurarse sobre la base de tres pilares fundamentales: i); un crecimiento económico alto, sostenido y de buena calidad; ii); políticas sociales que incluyan una fuerte inversión en capital humano y la distribución equitativa de los beneficios de ese crecimiento y iii); voluntad política, fortalecimiento de las instituciones democráticas y construcción de grandes acuerdos para avanzar en el camino del desarrollo.
