Abstract

Management for results appeared before WWII in private corporations. It was then applied in public organizations and to government budgeting (Results Based Budgeting). This budgeting system was first introduced in Open Social Orders (as defined by North, Wallis and Weingast, 2009). Although several difficulties made the implementation of this system deceiving in rich countries, many international and national organizations exerted pressures to implement this approach in developing countries (limited access social orders). This second step raises the issue of transferability of institutions typical of open social orders to limited access social orders. In this paper, we examine how limited social orders are affected by this approach._____________________________________________ Le management par les objectifs est apparu avant la seconde guerre mondiale dans les entreprises.
