Educación técnico vocacional secundaria: Beneficios y desafíos para los sistemas educativos

Abstract

La educación técnico vocacional (ETV) forma a los jóvenes para adquirir competencias y conocimientos para desempeñarse en el mercado laboral, aunque el grado de especificidad de la ETV secundaria depende de cada sistema en particular. Esta nota de política revisa distintas experiencias internacionales en la implementación de ETV secundaria, mencionando algunas experiencias en América Latina; plantea los principales beneficios y desafíos de la educación técnico vocacional en términos de calidad, conexión con el mercado laboral y equidad; y concluye mencionando los elementos importantes para la elaboración de sistemas de ETV secundarios. Además describe los sistemas de educación técnico vocacional secundaria en tres países desarrollados: España, Corea del Sur y Suecia. Estos sistemas varían en las tasas de participación en los programas, y en los distintos niveles de integración de la ETV secundaria con la educación post-secundaria y el mercado laboral. Por ende, la experiencia de estos países ilustra distintas maneras de implementar sistemas de ETV secundaria, de acuerdo a los distintos objetivos que persiga el país.
