Abstract

Grundlage dieses Aufsatzes ist eine Studie, die finanziert von der IFD, am Lehrstuhl von Professor Andreas Pfnür an der TU Darmstadt unter Mitwirkung von Henning Schöbener und Christoph Schetter erstellt wurde. Eine ausführliche Darstellung der in diesem Aufsatz behandelten Inhalte und Handlungsempfehlungen befindet sich in Pfnür, Andreas et al. „Risikomanagement bei Public Private Partnerships“. (Dieses Buch ist das Ergebnis intensiven Austausches zwischen Wissenschaft und Praxis zum Thema öffentlich-private Partnerschaften. Die Autoren gehen den Kernfragen nach, die für die Implementierung dieser neuen Beschaffungstechnologie wesentlich sind: Unter welchen Rahmenbedingungen ist ihr Einsatz sinnvoll? Wie muss sie eingesetzt werden, um erfolgreich zu sein? Welche Elemente des Wissensmanagements sind für öffentliche Institutionen notwendig, um mit der neuen Technologie Schritt halten zu können?)
