Public Private Partnership – Durchbruch auf breiter Front

Abstract

Der Zug von Public Private Partnerships im öffentlichen Immobilienmanagement hat nach ersten Anlaufschwierigkeiten in den vergangenen Jahren deutlich an Fahrt aufgenommen. (Kompakt) Derzeit befinden sich nach der aktuellen Studie des Bauverbands über 154 PPP-Projekte in Vorbereitung. Damit ist der Durchbruch im Bereich PPP in den vergangenen drei Jahren eindeutig geschafft worden. Während viele der ersten Projekte noch aus der Finanznot hoch verschuldeter Kommunen und Landkreise heraus entstanden, ist die treibende Kraft hinter den meisten aktuellen Projekten der Effizienzvorteil in der Realisierung. Der Anteil von effizienten PPP-Projekten liegt bei geschätzten 20% bis 30% aller öffentlichen Bauvorhaben. Daraus ergibt sich ein jährliches Projektvolumen von fünf Milliarden Euro pro Jahr.
