¿Cómo se articula el sector público para promover la competitividad e innovación? Análisis de las instancias de coordinación del Gobierno nacional y propuesta de simplificación y optimización

Abstract

La promoción de competitividad e innovación en Colombia implica coordinación entre varias entidades públicas y privada. Este objetivo se ha intentado lograr a través de la creación de instancias de coordinación como comités, consejos, comisiones intersectoriales, mesas técnicas, entre otros. Particularmente, la promoción de la competitividad e innovación en el país está a cargo del Sistema Nacional de Competitividad de Innovación. Sin embargo, existen muchas otras instancias más allá del sistema que de manera directa o indirecta afectan las iniciativas para promover la competitividad e innovación. La proliferación desordenada de este tipo de espacios, lejos de promover la coordinación ha generado nuevos problemas de funcionamiento y desarticulación que afectan la formulación e implementación de políticas públicas vitales para el desarrollo de los sectores productivos del país. Por tal motivo, el presente documento pretende brindar recomendaciones prácticas que arrojen luces para mejorar la coordinación entre las distintas instancias de competitividad e innovación a nivel nacional. Nuestros resultados y recomendaciones muestran que (i) hay un gran campo de mejorar en el desempeno de las instancias de coordinación; (ii) existen grandes redundancias en los objetivos y funciones de estas instancias; (iii) es fundamental reconocer el papel que algunas instancias juegan en la red de coordinación y fortalecerlas; (iii) es posible realizar acciones menores a la forma que las instancias funcionan que podrían mejorar significativamente el valor que estas producen; y (iv) al momento de crear las instancias, se debe especificar por cuánto tiempo estarán activas y solo se renueven si están cumpliendo con sus objetivos. ***** The promotion of Competitiveness and Innovation in Colombia implies coordination between various public and private organization. This objective has been pursued through the creation of coordination bodies such as committees, councils, intersectoral commissions, technical tables, among others. In particular, the promotion of competitiveness and innovation in the country is in charge of the National Innovation Competitiveness System. However, there are many other bodies beyond the system that directly or indirectly affect initiatives to promote competitiveness and innovation. The disorderly proliferation of these types of spaces, far from promoting coordination, has generated new functioning and disarticulation problems that affect the formulation and implementation of vital public policies for the development of the country's productive sectors. For this reason, this document aims to provide practical recommendations that shed light on improving coordination between the different bodies related to competitiveness and innovation at the national level. Our results and recommendations regarding coordination bodies show that (i) there is great room for improvement in their performance; (ii) there are large redundancies in their objectives and functions; (iii) it is essential to recognize the role that some bodies play in the coordination network and to strengthen them; (iii) it is possible to make minor changes to the way they work that could significantly improve the value they produce; and (iv) when they are created, it must be specified for how long they will be active and will only be renewed if they are meeting their objectives.
