Hacia un sistema integral de protección social sensible a ninos, ninas y adolescentes

Las conceptualizaciones tradicionales sobre protección social han sido criticadas por diversos aspectos conceptuales, y más recientemente han sido senaladas de no tener en cuenta las necesidades del ciclo de vida, en particular de ninos y adolescentes. El objetivo de este artículo es revisar las conceptualizaciones tradicionales y presentar una propuesta nueva sobre qué debe ser un Sistema de Protección Social Integral, sensible a este grupo etario, para Colombia. Para ello se proponen tres componentes que deberían constituir el sistema: i) Seguridad social integral universal ii) Asistencia social focalizada en los pobres y iii) Promoción del capital humano y prevención de la exclusión social de carácter universal, siendo este último el más importante para la protección de ninos y adolescentes. ***** Traditional approaches of social protection have been largely criticized for conceptual reasons. More recently it has been pointed out that they don’t take into account the inherent needs of the life cycle, in particular those of children and adolescents. The aim of this paper is to review the traditional approaches of social protection and present a new proposal on what should be an Integrated Social Protection System sensitive to this age group for Colombia. This article presents the three components that should found the system: i) Universal Integral Social Security, ii) Social Assistance focused on the poor, iii) Universal Promotion of Human Capital and Prevention of Social Exclusion, the last one being the most important for protection of children and adolescents.
