Factores de éxito de los proyectos agropecuarios de las poblaciones desplazadas retornadas en Colombia. Estudio de caso sobre el retorno y la reconstrucción de El Salado

Abstract

En esta investigación se empleó la metodología de estudio de caso para responder a la pregunta sobre cuáles son los factores que inciden en el éxito de los proyectos agropecuarios desarrollados por poblaciones desplazadas retornadas en Colombia. Se seleccionó el caso de El Salado, en los Montes de María, por tratarse de un retorno rural con más de 13 anos, que ha contado con la participación de la comunidad, se ha beneficiado de procesos regionales de reactivación económica y reintegración social y desde hace más de 5 anos cuenta con un ambicioso proyecto de reconstrucción integral (la alianza El Salado Revive). En éste participan actores privados (más de 70) e instituciones públicas, bajo la coordinación de la Fundación Semana. Se estudiaron 6 proyectos agropecuarios que cuentan con características y modelos de intervención diferentes y se evaluó el nivel de éxito alcanzado por cada uno de éstos. Para ello, se empleó un concepto de éxito elaborado en el marco de esta investigación, que tiene en cuenta la generación de ingresos sostenibles y suficientes para la subsistencia en condiciones dignas, pero también incorpora otras variables de éxito propias de la reparación transformadora y la reconstrucción del tejido social. Se concluyó que este tipo de proyectos se construyen sobre la base de aprendizajes previos, se benefician de las dinámicas económicas y sociales regionales y contribuyen a su vez al fortalecimiento de éstas, y tienen a la asistencia técnica permanente como un factor de éxito. ***** This research used the case study methodology to answer which are the success factors of agricultural projects developed in return processes of internally displaced communities in Colombia. The case of El Salado, in Montes de María, was chosen taking into account that it is a rural return of over 13 years, which has had the participation of the community, has benefited from regional processes of economic recovery and social reintegration and has had an ambitious comprehensive reconstruction project for 5 years (alianza El Salado Revive). Private actors (more than 70) and public institutions participate in this long term initiative, under the leadership of Fundación Semana. Six agricultural projects, with different characteristics and models of intervention, were studied. The level of success achieved in each project was evaluated using a concept of success built within this research. The concept proposed takes into account the generation of sustainable and sufficient income, necessary for a livelihood with dignity conditions, but it also incorporates other variables from transformative reparations and from the reconstruction of the social ties. The conclusion points out that this type of projects are constructed on the basis of prior learning, benefit from regional economic and social dynamics and contribute in turn to strengthen these and have permanent technical assistance as a factor in its success.
