Crecimiento pro-poor en Colombia 1996-2004

Abstract

El artículo explica el concepto, construye la medición y destaca la importancia que tiene en la actual coyuntura colombiana, la Poverty Equivalent Growth Rate (pegr) de Kakwani, Khandker y Son (2004). Este indicador tiene la gran ventaja de que hace explícita la relación entre pobreza, distribución y crecimiento. En Colombia, el análisis de los datos de la experiencia reciente muestra que en la mayor parte de los años el crecimiento no ha sido en favor de los pobres. De manera que es necesario hacer un esfuerzo explícito para que las políticas de crecimiento favorezcan la distribución. En particular, debe pensarse en estrategias dirigidas a mejorar el acceso a activos como tierra, capital, crédito y educación para los más pobres. Las políticas distributivas logran que el crecimiento sea en favor de los pobres. La trampa de la pobreza puede romperse únicamente si la regulación, la orientación y los incentivos utilizados en las estrategias de crecimiento tienen un alto componente distributivo.
