Sobre teoría de juegos, proceso presupuestal y situación fiscal en Colombia

Abstract

El documento tiene como objetivo explicar esta situación fiscal usando como lente de análisis la teoría de juegos. En particular, el documento muestra como los problemas de asimetrías de información que existen en el proceso presupuestal permiten explicar el alto déficit y la baja calidad del gasto público. Aunque existe suficiente información presupuestal sobre el monto de los recursos ejecutados en cada vigencia fiscal, hacen falta herramientas que de manera sistemática hagan seguimiento a la eficacia y eficiencia del gasto frente a las metas físicas (i.e., número de kilómetros a construir, número de viviendas, número de niños atendidos, etc.) originalmente planeadas.
