Abstract

En este documento se presenta una herramienta de medición de las necesidades de integración comunitaria de los desplazados que deciden retornar a sus lugares de origen. La herramienta tiene una lógica que abarca diferentes dimensiones, para cada una de las cuales propone criterios de identificación de las necesidades de intervención y ahonda en la caracterización, mediante la triangulación de información recopilada a través de metodologías diferentes: cualitativa, encuesta y experimento. Así, se presenta una aplicación de la herramienta para el caso de Las Palmas (Bolívar) y se incluyen recomendaciones de políticas públicas para la implementación de la Ley 1448 del 2011.
