Abstract

Como se puede observar en la primera parte de este trabajo, las condiciones del comercio mundial no son las más expeditas para que la generación de excedentes en la balanza comercial, destinados a cubrir los servicios de la deuda, se garantice a partir de una expansión de las exportaciones. Por el contrario ha sido a partir de una fuerte contracción de las importaciones como este proceso se ha dado, con los consecuentes costos económicos y sociales para la región.
