La deuda externa o la crisis del crecimiento económico ¿un mal endémico de América Latina?

Abstract

El estudio del problema de la deuda externa de América Latina amerita hoy, cuando parecen superados los aspectos coyunturales y se percibe la salida del túnel, un análisis de corte estructural, que parta de un enfoque histórico en el' cual se evalúen los antecedentes del proceso del endeudamiento externo en el marco de los ciclos de la economía mundial: así se comprenderán las razones económicas y políticas de la búsqueda de financiamiento externo y se pueden proponer tanto una interpretación de la evolución más reciente, como soluciones equilibradas. Este papel pretende abocar esos aspectos y plantear algunos interrogantes sobre las vías de solución al "problema de la deuda latinoamericana".
