Instrumentos económicos para protección ambiental: una alternativa a errores de política y a fallas de mercado

Abstract

El objetivo de este artículo es analizar los efectos de dos tipos de problemas sobre las condiciones ambientales de los países en desarrollo, para discutir las opciones de una política económica para alcanzar objetivos ambientales. En primer lugar se presentan situaciones en las cuales las políticas estatales han resultado desfavorables para la conservación y el aprovechamiento adecuado de los recursos naturales. En seguida se analizan aquellos casos en los cuales el mercado no es satisfactorio para garantizar un manejo adecuado del ambiente. Finalmente, se discuten algunas posibilidades de introducir instrumentos económicos dentro de la política estatal, con miras a mejorar la eficiencia y la eficacia de las políticas de protección ambiental.
