Análisis de competitividad de las apuestas productivas departamentales, 1995-2006

    Una estrategia para lograr la inserción competitiva de un país en los mercados internacionales debe tomaren cuenta dos aspectos fundamentales:a) capacidad para generar una transformación en la estructuraproductiva del país y b) adaptación a los cambios en la demanda mundial.El primer aspecto permite que los sectores de exportación incorporen mayores niveles de tecnología yvalor agregado, así como una serie de encadenamientos sobre otras actividades productivas y, por ende, llevenconsigo a efectos positivos en términos de empleo e ingresos. Y el segundo, que los productos y sectoresen los cuales se especializa un país sean acordes con aquellos que muestran una participación crecienteen los mercados internacionales. El objetivo de este estudio es caracterizar la pertinencia de las apuestasproductivas departamentales (APD) en el marco de la estrategia de agenda interna para la productividad yla competitividad (DNP, 2005).
