Abstract

Resumen: En este borrador se discuten los principales instrumentos de mitigación de externalidades ambientales teniendo en cuenta tanto los objetivos tradicionales de eficiencia y equidad como las restricciones de información y la viabilidad técnica y política. Se toma como referencia el programa de “Pico y Placa” en Medellín, una medida de restricción a la movilidad del tipo comando y control, se analiza su poder de eficiencia usando los resultados teóricos y estimaciones de elasticidades para la demanda de gasolina y vehículos en Medellín. Se recomienda cuáles son las políticas más pertinentes para controlar la movilidad y la contaminación en una ciudad como Medellín.
