El defensor en salud consideraciones para el diseno y desarrollo de una nueva institución

Abstract

El presente documento contiene consideraciones acerca de la naturaleza, características y alcances de la de la Defensoría del Usuario en Salud, creada con la Ley 1122 de 2007. A la vez se refiere al objetivo y finalidad del Defensor del Usuario en Salud, delimitando su rol dentro del Sistema General de Seguridad Social en Salud, diferenciándolo respecto de otras formas de participación ciudadana en dicho sistema, precisando el alcance de las relaciones de coordinación con la Defensoría del Pueblo y de dependencia con el Sistema de Inspección, Vigilancia y Control en Salud, en cabeza de la Superintendencia Nacional de Salud. Se propone la defensoría como un servicio público prestado por particulares, con cobertura nacional y en un esquema de competencia que procure su prestación eficiente en beneficio de los usuarios del Sistema del Seguridad Social en Salud.
