La reforma al sistema de salud

Abstract

El fracaso del proyecto de ley de reforma a la ley 100 que se discutió por más de dos anos y fue archivado la semana pasada en el Congreso deja varios mensajes. El primero es que entre los grupos políticos no hay un consenso mínimo en torno a cual debe ser la estructura del sistema de salud. El segundo es que la combinación de intereses polarizados y la carencia de información paraliza el proceso de toma de decisiones. Se paraliza a pesar de que una de las pocas cosas en que coinciden las diferentes partes involucradas es en la necesidad de hacer cambios en el sistema de salud. El tercero es la gran penetración de una percepción negativa de las EPS.
