Innovaciones sociales y desarrollo institucional en el tratamiento del desplazamiento

Abstract

En Colombia dadas las diferentes situaciones que se generan por el conflicto armado, mucha de la población se ha visto vulnerada en el ejercicio de su ciudadanía, por esta razón el desplazamiento forzado en Colombia ha tenido una visión desde lo constitucional hasta la formulación de políticas que garanticen que esta población que ha sido víctima de la violencia y que se ha visto forzada a migrar vuelva a gozar de todos sus derechos y ejerza plenamente su ciudadanía. Es aquí donde la jurisprudencia inicialmente se encarga de obligar a las diferentes instituciones del Estado a atender a dicha población para posteriormente servir como herramientas para la innovación social y el desarrollo institucional que la acompana en la formulación de políticas públicas enfocadas en esta población.
