Abstract

Giving the different situations that are generated by armed conflict in Colombia, much people have been violated their rights in the exercise of their citizenship, for this reason, the forced displacement in Colombia has had a vision from the Constitutional to the policies formulation that ensure that this population has been forced to migrate, can enjoy all their rights again and to exercise their citizenship. This is where the law initially is responsible to bind the different State institutions to serve this population to later serve as tools for social innovation and institutional development in the public policies formulation focused in this population.
