¿Debería una Asamblea Constituyente decidir la política económica de Colombia?

Abstract

“Colombia necesita un nuevo modelo económico”, según el proyecto de ley divulgado recientemente por el comité promotor de la convocatoria de una Asamblea Constituyente (Comité promotor, 2025). Tal necesidad surgiría –sostiene el documento– porque “la Constitución de 1991 favorece un modelo de economía de libre mercado a cuyo amparo se han implementado políticas de corte neoliberal”. Al margen de la pertinencia en este contexto del concepto de “modelo económico”, los cambios constitucionales propuestos allí plantean interrogantes de fondo que trascienden la coyuntura política inmediata. Antes de emprenderlos, conviene dilucidar si los cambios a la Constitución que se necesitan en materia económica son realmente esos, cuáles son sus consecuencias probables y qué objetivos pueden alcanzarse efectivamente por esa vía.
