Abstract

Colombia enfrenta un conjunto de restricciones estructurales que condicionan cualquier agenda política seria. La restricción estructural fundamental que atraviesa los debates económicos y sociales tiene que ver con la brecha entre la garantía normativa de derechos establecidos en la Constitución Política y la capacidad económica real para financiarlos de manera sostenible en el tiempo, en un contexto de fuerte estrechez fiscal.
