Diplomacia del narcotráfico y de los Derechos Humanos en el gobierno de Julio César Turbay en Colombia, 1978-1982

Abstract

This essay deals with the diplomacy of drug trafficking between Colombia and the United States during Julio César Turbay's government (1978-1982). Those years coincided with the Jimmy Carter and Ronald Reagan's administrations. Despite the repressive measures against marihuana crops in northeastern Colombia (to satisfy pressure from the U.S. government) Colombia was consolidated as a drug trafficking center. The Colombian government heavily persecuted leftist opposition and presented political repression as part of the fight against traffickers. Human Rights organizations (especially Amnesty International) protested while the Colombian government decidedly denied those accusations.
