Sistema de subsidios en el servicio de aguas y riesgo de inclusión: un análisis de la política de mínimo vital de agua en Bogotá

Abstract

El presente artículo describe la política del mínimo vital de agua, instaurada en Bogotá por el Alcalde Mayor Gustavo Petro Urrego en 2012, en el ámbito de los subsidios del servicio público domiciliario, así mismo analiza el tipo de subsidio que plantea la iniciativa y se esboza la posibilidad de aplicar la política con un tipo de subsidio diferente. De igual manera se estudia la posibilidad de "riesgo de inclusión" que presenta la formalización de la política en los estratos de alto poder adquisitivo, como lo son los estratos 4, 5 y 6, dado que la ampliación de la política a estos no se presenta como necesaria para que las personas pertenecientes a dichas distribuciones económicas, tengan acceso al servicio de aguas.
