Abstract

Las actividades ilegales constituyen un foco de atención importante paralas políticas públicas de cualquier sociedad moderna. En Colombia, lasmanifestaciones delictivas se han incrementado hasta alcanzar nivelespreocupantes. En los censos sobre cultivos ilícitos para 2005 y 2006 laONUDD muestra cómo en pocas décadas Colombia se ha convertido enel primer cultivador de coca y en el primer exportador de clorhidrato decocaína del mundo. La misma agencia deja ver que en el país ha existidocierta especialización en el tráfico ilegal de armas (ONUDD, 2006). Otrasmuestras sobre crecimiento de la actividad delincuencial se evidencian enque las organizaciones criminales que operan en el país han desarrolladotécnicas avanzadas para producir dólares y pasaportes falsos, estos últimosdemandados por miembros de organizaciones terroristas internacionales(BBC, 2006), al tiempo que han desarrollado sofisticados sistemas de lavadode dinero, piratería de libros, música y video....
