Participación ciudadana con identidad cultural y enfoque diferencial en Pasto

Abstract

Los procesos de participación ciudadana en el municipio de Pasto han tenido un legado cultural que ha trascendido a través de diversas administraciones que se han preocupado por incluirla dentro de la gestión pública. Sin embargo, cada administración muestra particularidades en el modo en que incorpora a las organizaciones y grupos sociales. En este artículo mostramos cómo lo han hecho con diferentes enfoques, recursos, perspectivas, orientaciones, sentires y voluntades. Presentamos un estudio de caso que analiza, a través de la revisión documental y la consulta a informantes claves, las orientaciones institucionales y profesionales que tuvieron los funcionarios de la Secretaría de Desarrollo Comunitario de la Alcaldía de Pasto, para promover y garantizar la participación ciudadana en el municipio, a partir del proyecto Fortalecimiento de la Cultura Participativa Comunitaria e Incluyente Desde un Enfoque Diferencial (2016-2019). Es destacar el uso de la experiencia de la autora del Documento de trabajo como funcionaria de la SDC y partícipe de los procesos a examinar.
