Abstract

Este documento constituye una primera aproximación a las características generales del funcionariado perteneciente a la Secretaría de Bienestar Social de la Alcaldía de Santiago de Cali (en adelante la Secretaría). Hace parte de un proyecto de más largo aliento cuyo propósito es analizar el funcionamiento de las burocracias de rango intermedio de dicha entidad, a partir de la aproximación etnográfica a los factores que inciden en su modus operandi, la relación que éstas tienen con las normas institucionales, los conceptos que las organizan material y simbólicamente, las categorizaciones que los burócratas construyen de los ciudadanos, la manera en que éstos entienden y experimentan su trabajo, así como los efectos de sus acciones.
