Gestión de programas sociales en América Latina: análisis de casos, Vol. III: El Programa de Restaurantes Escolares Comunitarios de Medellín

Abstract

La División de Desarrollo Social de la CEPAL, con la participación de cinco equipos nacionales y el patrocinio de la GTZ realizó una investigación sobre Gestión de Programas Sociales en América Latina, que analizó el Programa Joven de Argentina; el Programa Nacional de Control de DST-AIDS de Brasil; el Programa de Apoyo a la Microempresa de Chile; el Programa de Restaurantes Escolares en Medellín; y el Fondo de Inversión Social de Paraguay. Dicha investigación realizada entre 1997 y 1998 apunta a determinar las especificidades que involucra la gestión de los programas y proyectos sociales para optimizar el impacto sobre la población objetivo y la eficiencia en su gestión. Este documento presenta una síntesis de los principales resultados de la investigación sobre el Programa de Restaurantes Escolares Comunitarios del Municipio de Medellín. Se abordan las implicaciones que tiene la gestión de un programa en un contexto social y económico complejo con actores sociales informados que cuentan con distintos canales de participación. Presenta los desafíos y obstáculos que implica entregar un servicios de calidad y periodicidad que contribuya a un impacto significativo sobre la población destinataria.
