Abstract

En este documento se resumen los resultados de las Notas previas de la serie, se proponen principios de política energética y sobre el papel del gas en Colombia, se diagnostican y categorizan los problemas que deben resolverse en la cadena del gas natural, y se formulan recomendaciones.---La administración presidencial 2026-2030 tiene en frente las siguientes tareas que requieren gran agilidad, persistencia y voluntad política:--- Impulsar el ingreso ordenado de instalaciones de importación de gas natural licuado (GNL) de al menos 400 Giga BTU por día (GBTUD).---Acelerar la incorporación de reservas probadas, aumentar la producción y habilitar el fracking.--- Reducir las rentas del gobierno (government take) del sector de hidrocarburos.---Racionalizar y renfocar el apoyo público (subsidios) al sector. ---Acelerar y limitar el proceso de licenciamiento ambiental y las consultas previas. ---Migrar a un esquema de estampilla nacional para remunerar el transporte de gas natural por redes. ---Flexibilizar las condiciones contractuales para la importación y comercialización de gas. ---Promover el desarrollo de proyectos para el almacenamiento estratégico de gas natural y regular su remuneración.
