Abstract

El presente estudio hace una discusión de la metodología para estimar el margen mayorista de la distribución de combustibles líquidos en Colombia. Se revisan los estudios previos de las consultoras Itansuca y Sumatoria, y el documento soporte del proyecto de ajuste del cálculo del margen de la CREG. Se tuvo acceso a información de siete grandes distribuidores mayoristas, afiliados a la Asociación Colombiana de Petróleo, financiadora de este estudio. Estos agentes aportaron información sobre las variables contempladas en la metodología, que permitieron sugerir criterios de actualización distintos a los utilizados por la CREG. De igual forma, las firmas aportaron elementos acerca de la dinámica del mercado y mostraron las estructuras específicas de sus costos de capital y de administración, operación y mantenimiento, que contribuyeron a la elaboración de una metodología y unas recomendaciones por parte de Fedesarrollo.
