Abstract

Las prácticas e instituciones públicas para gestionar el modo férreo en Colombia se han ´trasplantado´ de las de otros modos, especialmente del modo vial. Por las exigencias en volúmenes y pesos en carga, que tienden a surgir, de manera difícil de prever en tamanos y localizaciones, por iniciativa de un grupo pequeno de actores, y también por las necesidades de disponer de tráficos altos de pasajeros interurbanos para justificar el cambio de modo vial al modo férreo, las necesidades de inversión en vía, trenes, estaciones, facilidades de almacenamiento y mantenimiento, exigencias de curvas y pendientes en los trazados, y necesidad de normas técnicas y de seguridad entre otros factores, se requiere una aproximación ajustada al modo. El país debe contar con un protocolo público para la coordinación previa, visible y permanente entre el sector público y el sector privado sobre la política férrea nacional, que se ocupe de la oferta de carga y de las inversiones en el CAPEX de vías férreas, y de la política de contratación y de la disponibilidad de operadores.****** Abstract: The practices and public institutions to manage the railway mode in Colombia have been 'transplanted' from those of other modes, especially the road mode. Due to the demands on cargo volumes and weights, which tend to arise, difficult to foresee in sizes and locations, at the initiative of a small group of actors, and also due to the need to have high intercity passenger traffic to justify the change from road mode to railway mode, investment needs in track, trains, stations, storage and maintenance facilities, demands for curves and slopes in the layouts, and the need for technical and safety standards, among other factors, an approximation is required set to mode. The country must have a public protocol for prior, visible and permanent coordination between the public and private sectors on the national railway policy, which deals with the supply of cargo and investments in the CAPEX of railways, and the contracting policy and the availability of operators.
