Abstract

La ANM ha contratado a Fedesarrollo “para asesorar, apoyar y acompanar la identificación de los factores y criterios económicos apropiados que sirvan de insumo para la elaboración de los términos de referencia del proceso de selección objetiva de las AEM, a partir de la revisión y análisis de los aspectos económicos del modelo de adjudicación que viene trabajando el Grupo de Promoción de la ANM, el análisis del marco económico y las buenas prácticas que se utilizan a nivel nacional e internacional en materia de contraprestaciones económicas en procesos de selección objetiva, y las distintas dinámicas y factores económicos que podrían incidir en el desarrollo del proceso de selección objetiva y la toma de decisiones de potenciales inversionistas de las AEM” Este informe final expone en primer lugar los antecedentes normativos que autorizan y reglamentan las actividades mineras y las manifestaciones de altos tribunales que determinan su ejercicio en Colombia. En segundo lugar, se desarrollan los aspectos económicos de los contratos especiales de exploración y producción minera que deberán ser disenados.
