Diseno de las instituciones regulatorias colombianas

Abstract

El presente documento evalúa y explica el diseno de las instituciones de regulación y control como producto de las condiciones de gobierno (governance) en Colombia. El documento consta de cinco capítulos además de esta introducción. En el segundo capítulo se definen los principios de diseno para crear instituciones de regulación y control en un entorno ideal. En el tercer capítulo se explica el diseno de las instituciones colombianas por las condiciones de gobierno que influyen en las decisiones sectoriales. En el cuarto capítulo se evalúa el grado de conformidad del diseno con los principios establecidos. En el quinto capítulo incluye in breve análisis del impacto de las reformas regulatorias sobre la eficiencia (costo-tarifas) y los incentivos a la inversión. Finalmente, en el sexto capítulo se desarrolla una propuesta de rediseno institucional.
