Diseno metodológico para la evaluación de la política nacional de transporte automotor de carga

Abstract

En la actualidad el país no cuenta con un estudio a profundidad que evalúe el impacto de la regulación del transporte automotor de carga en el funcionamiento del sector. Los trabajos desarrollados hasta el momento se han concentrado en examinar los cambios regulatorios desde diferentes lentes de análisis sin que aún exista una evaluación rigurosa que permita cuantificar los impactos de los mismos. Este documento constituye un primer paso para definir la metodología de evaluación del impacto de la Política de Transporte Público Automotor de Carga. Se centra en analizar cuatro medidas de política para determinar su evaluabilidad y la respectiva metodología de evaluación. Las medidas objeto de análisis son: i) relaciones económicas, ii) modernización del parque automotor de carga, iii) formalización y desarrollo empresarial del sector y iv) desarrollo de servicios logísticos.
