Provisión de servicios públicos e infraestructura en zonas marginadas y no interconectadas

Abstract

La prestación de los servicios de infraestructura en zonas aisladas y marginadas es un desafío importante en cualquier país ya que la alta dispersión de la población eleva los costos de prestación, y la baja capacidad de pago dificulta su financiamiento. En Colombia, estas dificultades se ven agravadas tanto por la accidentada topografía del país, como por el conflicto armado. A pesar de esto, la cobertura de servicios públicos domiciliarios en el área rural es relativamente alta en comparación con países vecinos como México y Brasil. En parte esto se debe a la existencia de una serie de políticas y programas expresamente dirigidos a extender la cobertura. Este estudio tiene por objeto evaluar los programas puestos en práctica a la luz de sus resultados y a la luz de la experiencia internacional, con el fin de proponer los ajustes y correctivos necesarios.
