El lado oculto de la apertura: la conducta de los empresarios

Abstract

Los análisis del proceso de apertura han centrado su atención en los aspectos macroeconómicos del mismo: la necesidad, la conveniencia y la oportunidad de realizar el cambio de modelo de desarrollo; la controversia sobre el papel del Estado; y, especialmente, los efectos -adversos o favorables, según se ataque o se defienda el programa- sobre el empleo, la producción, la inflación y la balanza comercial. Bajo esta perspectiva, la política económica -y, por ende, los gobernantes de turno aparecen como los únicos responsables de la formulación, adopción y consecuencias derivadas del nuevo modelo de desarrollo, mientras que el sector empresarial aparece como un convidado de piedra, incapaz de reaccionar frente a las nuevas reglas del juego económico.
