Política pública sectorial de agua potable: ha faltado politizar el problema

Abstract

En busca de una explicación que diera cuenta de las continuas fallas observadas a lo largo de casi 30 anos de vida institucional, correspondiente a los servicios de acueducto y alcantarillado, emprendí una revisión de documentos de origen diferente y naturaleza diversa. El resultado permite arriesgar una hipótesis que se presenta con el fin de que sea refutada: en el despliegue de las reformas emprendidas y los ajustes a estas reformas ha faltado un elemento esencial: la gente, los usuarios, los destinatarios. Ha faltado politizar (en términos de Amartya Sen) el tema y proceder “como si la gente importara” (en términos de Francisco de Roux)
