Abstract

Based on information gathered between 2011 and 2014, this paper studies the response of the Colombian State towards the emergency generated by this calamity, during the humanitarian aid as well as the phase related to reconstruction. Special emphasis is made on the municipality of Santa Lucía, south of the state of Atlántico, in order to analyze the applicability of the strategy in one of the territories most affected by the natural disaster. Results indicate that despite the many difficulties that have raised during the attention of the emergency the objectives related to long-term relief have been gradually fulfilled.
